I liked how the one on top can be interpreted both as a bear moving forward and as one looking at a star (as well as the classic two-headed bear), It is a quite hopeful metaphor, in the sense that it expresses that if the NCR (bear) wants to prosper in the wasteland, it has to grasp the problems in front of it and, at the same time, keep the dream of democracy alive.

Wow! Thats a really great interpretation of the flag meaning, I didn't even think about that! When you put it like that, the flag has a greater sense of meaning than just being a two headed bear.

I don't want to publish spoilers in the public comment section, but I liked what you did at the ending, I think that can bring an uncommon outcome to the story.

I also liked the two rules of the system shown in this chapter, reminded me a little about how a similar system works in Dorehedoro.

Keep posting the previews on Newgrounds, so that people get notified when you publish Chapter 2, I'm already invested in seeing how it will look like.
